Local Public Service Agreements (PSAs) are a Government initiative that have substantial implications for all Departments of the County Council and for partnership working with District Councils and other organisations.
A PSA is an agreement between the Local Authority and Government departments. The Local Authority side of the bargain is to deliver enhanced performance in the form of “Key Outcomes”. A typical Key Outcome would be to improve levels of educational attainment. This could be measured by, for example, results at GCSE. The purpose of the PSA is to achieve enhanced performance targets than would otherwise be the case. The Government refers to these more demanding PSA targets as “stretch” targets.
